HEALTH CARELESS

My story is to say the least- unbelievable!
It is about how our health care system isn't health care at all. I
call it: HEALTH CARELESS.

It is about Kaiser Permanente committing Medical crime involving the
GME Program (Graduate Medical Education), which is funded with Federal
money.

In 1999 Kaiser Permanente's Redwood City, California, ENT Department
nurse called me at my home and told me that I needed to come back in
and see Dr. Robert Wolgat, ENT professor, to discuss the surgery of my
right Parotid gland.
(You see Mr. President, I was just in a few days before asking Dr.
Hoffman to help me stop taking psychotropic medication. This was my
last medication after a 4 year successful psychiatric treatment for
PTSD.)

I was confused about her call. I was not aware that my right Parotid
gland was swollen as Dr. Robert Wolgat later explained to me. I
trusted him and had the surgery done on November 19th, 1999. After
this surgery I became very sick and from there on I realized that I
had an uphill battle to fight on my own. Doctors were not willing to
tell me the truth about what was done to my body during surgery that
was making me so very sick and much less were they willing to treat me
properly.
But, they were more than willing to use the Medicare system for
repetitive and expensive testing of my body parts over and over and
over again for 6 straight years.

I went to arbitration with Kaiser. My attorney claimed the wrong
injury and failed to report it to Medicare as mandated by law. During
arbitration my health coverage with Medicare became illegally primary
and Kaiser Permanente became secondary; a reversal of future medical
care liability considered to be Medicare fraud and a crime under the
Medicare Secondary Payer Laws, Rules and Regulations.

I became liable to pay for the 20% after Medicare's 80% coverage. I
used the equity on my house in Coral Gables Fl. to pay for my
relentless efforts to find out, "Why am I so sick?" What have Kaiser
Permanente’s GME Program doctors done to my body? I used all my money
to my very last penny.

several Federally contracted organizations awesomely failed to help me
with my deteriorating health by responding to my plea for help with,
“… they have done nothing wrong”.

But most of all, please let me know how I can best help you, President
Obama. My serious efforts to tell you my story isn't about me and just
me. It is about the thousands of patients of our dear country that
were, and will become, a victim of our HEALTH CARELESS system. Sadly,
chances are that these “victims” will never come to a complete
understanding of the reasons behind their pain and suffering and their
sudden loss of health.

On November 19, 1999, Kaiser Permanente allowed their GME Program
doctors to perform the following medical procedures on me without
medical need, without my consent, as I slept under general anesthetic
and with no concern for my health/life.

1) Dr. Wild performed a medically needless Right Radical Neck
Dissection (cut off all my right neck muscles).
2) He sutured my Right External Carotid Artery in several areas. It is
now fully stenotic (the vesel is fully narrowed and strictured).
3) He placed a small PTFE Tube (Polytetrafluorethyline) inside my
Right Internal Carotid Artery.
4) He placed a surgical clip on my Right Internal Jugular Vein.
5) He dissected (cut off) my Right External Jugular Vein as if I was
not going to need it anymore.

Today,
I am dealing with the devastating consequences from these medical
procedures. My right diaphragmatic muscle is paralyzed which is
causing my right lung to lose volume. I now MUST use a BIPAP machine
and Oxygen on a daily basis. I have serious problems breathing and
swallowing. I lost 6 muscles on my right side to needles, dissection
and ischemic atrophy.

Today,
Medicare pays for all my very expensive medical care because during
the Arbitration of STEIN vs. KAISER (2001), attorneys Mr. Bruce Albion
Bailey (mine) Mr. George E. Clause and Ms. Mary Parks (Kaiser)
illegally shifted all my future medical care payments from Kaiser
Permanente (primary) to Medicare (secondary).

Today,
Dr. Timothy Wilfred Wild is Chief of Head & Neck Surgery at Kaiser
Permanente, Vacaville, California.

By having to get through all of this by myself, I came to understand
clearly that there is a need to teach other patients how to protect
themselves against our Health Careless system. So, … I became a
patient advocate. Dr. Wild's intentional crime against my health is so
violent and horrific, it defies belief.
